Not always! For example, Husky Track at Univ. of Wash., constructed in summer 2012, has a cement concrete base, with lots of rebar, and it is not the only such example. I will agree that most are asphaltic concrete, which is cheaper, not better.

Also, in engineering terms asphalt is considered a type of concrete - bituminous concrete, to be exact. The pic someone posted on the first page shows them setting pilings, so the soil was probably too soft to support a track . The pilings would need to be capped with rigid reinforced concrete, and then it's possible they would have poured asphalt over that to give the track a softer base.
