I don't get it. I have run a 15:48 as a junior and my soph track times were 9:19 and 4:17. Schools have contacted both slower and faster runners than me. I placed well at my state meet and my grades are good. I smoke a little braha but they don't know that. I expect to run Power5, get money, work hard and contribute. Seriously wtf?

Those are great times and there are many schools that would love to have you on their team, but you need to contact them. Go on the cross country website of schools you are interested in and fill out the “prospective athlete form”. They likely won’t all respond, but if you run even faster next year they will know how to contact you.
For example, if I were you and I was looking at the West Coast(I don’t know if you are) I would fill out the prospective athlete form for every school I am interested in on the D1 and D2 West Region results.

Maybe they aren't contacting you because they dont want somebody who says they "smoke a little braha" on their team. If you said you smoked weed, ganja, or marijuana, then they might be more interested.
It could also be that they don't want anybody who insists on humble bragging on message boards on their team. -

Email coaches. I have a buddy who ran about the same as you for XC and ran slower during track, and didn't standout much at all until his senior year XC who emailed a bunch of coaches over the summer before his senior year. He ended up getting nearly a full ride at a BIG10 school. Throw yourself out there, show them your passion and desire to work hard. It can't hurt anything. Maybe talk about your goals, etc.

Find schools that your interested in and look through their rosters to see what kind of guys they usually recruit. Most schools would at least take you as a walk on, as long as you have good grades. I had very similar prs as a junior and I'm now at a top 10 D1 xc school on a partial scholarship. When you email coaches, just introduce yourself and tell them why you're interested. And make sure that it doesn't sound like a generic email that you could've sent to every coach in the country.

Just say your name, your times, state/national results, and why you’re interested in their program and the school, and leave your contact info. You don’t need to spend money on a recruiting service. Good luck! -

It's like applying for jobs.
Do your homework first and learn as much about the school and team as you can. Ask informed questions. Don't ask for money in the first e-mail of course. Start off with a bit of chit-chat to learn about the general situation and progress from there.
