Assuming not a troll, she has to run in a USATF Association and/or Regional meet to qualify. Probably 11-12 age group, 3k distance. Each region may have their own standards for moving on.
To register for qualifying meet, she’ll need to join USATF and get her age verified. I don’t know when the qualifying meets are in your area, but many are this Saturday with registration closing mid-week so it might be too late to do all that, but you’ll need to get on the USATF and athletic.net sites to figure it out.

too many of today's parents want their kid to be an athletic star, when they should just be supporting their participation in sports, music, plays, and education. And, more parents need to look into vocations for professions for their children. Many plumbers make as much if not more than many lawyers. And, parents won't have $300k in tuition bills

This sounds awesome. Where is the plumbing JO Nationals this year?
Just kidding but you sound like a cross of Mike Rowe and some NPR parenting expert who never had kids. I agree with the point that kids should be well rounded and not have parents living vicarious athletic dreams through them. I would add that I know several parents that spend more on soccer than their kid would get if they had a full ride at their school of choice.
Kids track is fun and far less expensive than soccer. If your kid enjoys it, go for it. To parallel what someone said about everyone thinking their kid is the greatest, I know a kid who won a 5k, first over all, at about 12. The parents thought they had a prodigy and joined a club where the gifted-one wasn't even top 3 age group on the team. What they should have learned is the local 5k is slow. Still, they joined, the kid loved it and developed into a stronger runner that will be able to run in college if desired.
...and another thing. You are probably not to late for some of the national junior XC events. EnduroSports YES, USATF and AAU all have junior national XC races soon. I think Enduro requires a qualifying time but not from a specfic state or regional race. Not sure about the others.
