It's hard to know what you mean here. I lived and worked out in Eugene, and didn't really have problems. I'd say during UofO official practice hours the track should be closed (say 3 hours in the afternoon). But I certainly don't think a community who contributes to the program should be excluded. I enjoyed talking with people who were into track and running. If I worked out in the evening there was some energy on the track, and if I was tired I appreciated that.
There used to be multiple groups meeting on Saturdays for track workouts, and I never sensed any problems. It seemed more supportive than anything else. It seems like you had some bad experience that most others did not have.
