In the Seattle area, Club Northwest puts on a series of All Comers meets every Wednesday night starting in late May or early June and running at least through the end of July. You can go to their website (just google Club Northwest) for more specifics. CNW has been putting on these meets for over 40 years! The track they use is the same one that the Brooks HS PR Invite used this past June.
Bring Back the Mile website has a calendar with most major public races on it. There are some all over the US but certainly not every weekend. I personally wish there were more, the mile is a wonderful gritty event

Move up to the 5k and you'll have a road race ever weekend to pick from.
I treat the 5K as my marathon any more, and run every shorter thing I can find. This isn't hard.
Go to the USATF web site and check out the masters track and field info. I competed at National Masters in Spokane in July, and World Masters in Malaga, Spain last week. They have all the track events, even steeplechase, in 5 year age groups from 35-39 to 90+.
There was a small town north-ish of Baltimore that had a net-downhill Main Street Mile. Maybe they still do. I think it was Westminster.
Atlanta has one or two; a year or two ago an ATL runners group put on a series of about 5 1-mile races around town, but I think they only do one.

You should run the Los Gatos all comers meets. They hold them weekly in the winter and summer, and those participating have a wide variety of ages . Yeah, plenty of high school kids, but back when I used to do them in high school we never blinked twice at the older guys jumping in with us because it was such a regular thing there.

Too bad you're not on the east coast -- a lot of indoor track all comers opportunities like the BU mini meets where you can run the mile in seeded heats.
You should try to run the master's 1500 at the Olympic Trials in 2020. Looks like you need to run a sub-4:30 mile or so and you get to run in between the actual races at the Trials. Don't be afraid to look at D2 or D3 or Community College races. Look at the results. You'll find some of those races have lots of unattached folks, a winning time of 4:05 but people running all the way down to 4:40 or so with most people in the 4:10-25 range. Go for a mark at a race like that if you chase the Trials time and then find some fun big city road miles. Grand Blue, Twin Cities, Liberty, 5th Ave., etc.
Not relevant to the OP but thought I would add it to the thread since it's next weekend, there is a road mile in DC. The Navy Mile. I've never done it but it looks like a decently professional setup and I've run one of the other Navy races and it was a well run big road race.

M55 5000m, 10k, and 20k race walks.
Side trips to Granada to see the Alhambra Palace, and to a beach in Portugal.
Fun 2 weeks!
(Yes, this is a running site and I'm a walker. i know some other people here like to ridicule racewalking. Fine. I also ran a top 20 in age group at Boston this year, and have run 4 marathons between 3:07 and 3:15 this year at age 58.)

I'm planning on making a come back and have my sights set on the 90+ WR. Watch for me in about 40+ years. I will be awesome!
Bay area, not that difficult to find all-comers track meets. Ran a couple this summer in Santa Rosa, the Empire Runners Club does 5 meets each summer. Typically 2 - 3 mile heats at each meet. The meets are every two weeks June - Aug.
Used to run the winter all comers meets on the UC Berkeley track. Do they still have those? You should find out. They were fun. Blazed a 16:14 old fart 5K. It was fun enuff, what the heck. No one cared of course but me, well I enjoyed myself.

If you are motivated, it's out there waiting for you. Don't be hung up on your age or speed. It's about enjoying yourself, yes? Not for some external critic. Do it.
Personally, I think if you are motivated by fun that might be the best. But maybe you're one of those "pure hate" guys? Ha - if that is the case, maybe take up needlepoint instead. Or 'shrooms.

For more community (certainly more than you'll find on LR), there's a pretty active Facebook page called Masters Milers. A few there also post to the 50+ Training and Racing continuous post here. Looks like you've got some choices there. Surprisingly, here in the Houston area, there are none. The Manzano Mile in Austin, is held in February, but other than that I know of no others here. Good luck!
We have a few outstanding masters and seniors guys training with us. Both Tom LeGan, who you mentioned (52 now) and Jaime Heilpern (48 and competes for Hoka Aggies but has trained with us for a couple of years) love racing the mile type events. We (younger guys) like working out with them. Ed Hill is 40 and runs about 4:12 for 1500. Most of the track meets in the area are OK with fast masters runners mixing it up so you would have company in your age group.
In San Francisco West Valley TC has a brawny masters crew, but they are more interested in cross country.
In SF area, your starting point is to look at the Pacific Association USATF web page. There are plenty of local track meets for both open and masters. Sample:

If you have not run in years, I suspect that 4:30 is probably not in the immediate cards, but in your head is sounds slow as hell because you once ran 3:55 or whatever. Reality sucks, but outta shape at 40 is not the same as outta shape at 22.
Don't label yourself as the old guy. Just get out there and race if that is what you want to do. There are very few meets that would allow you to run that won't welcome you when you are there. The only way to make yourself unwelcome is to be a jerk or run so slow that you delay the meet.
