Could this possibly be true or is the timing company for some reason only listing the medallists (but in other events they are showing more than 3)?
I mean how could the host Canada not enter anyone at home in the women's steeple as they have 7 women who have broken 10:00 this year. But I don't see any DNSs in the results. Were there really only 3 entrants in both events?

If there were only 3 entrants, congrats to Team USA for sweeping the women's steeple. I only wish though that they had let my non-running 72 year old mother walk the race so she could pick up her first international medal.

what timing sites do or do not show is one of the enduring mysteries of the universe. take, for example, the European Championships currently taking place in Berlin. if the official results website is to be believed, nine of the men in the semi-final of the men's 400m, including the eventual winner of the final, didn't even run in the first round.

Except, they actually didn't run the first round, they had byes. You can see this by clicking start list, or by noticing they advanced 15 from the first round, but 24 ran in the semis.
The NACAC meet is a small meet in a few events. Some are solid, some are not. I saw this meet in San Antonio in 2002 and was disappointed at how weak some events were. Delta Timing uses a re-skinned Hy-Tek MM results setup, what you see is what you get. -

You seem to not be grasping that this meet is essentially meaningless. Hence why 30 or so countries are officially participants, yet half the events have only 3 to 5 competitors. -

there is nothing in those start lists to suggest that anyone had a bye. much less 9 men.
I noticed the numerical discrepancy (15 qualified yet 24 in the 2nd round) but unlike you I assumed it means that the results of three heats are missing. the numbers support this: qualification is "First 3 in each heat (Q) and the next 3 fastest (q) advance to the Semi-Finals." since the number of men in the semi final round is 24, that's 21 Qualifiers from 7 heats, and 3 fastest losers. yet the results are only showing 4 heats, therefore there are three heats missing from the results. this makes more sense to me than that 9 men had byes into the 2nd round. 9 men is more than a first round heat. there is zero chance nine men had byes.
for 9 men to get a bye into the 2nd round would be absolutely unprecedented in track and field. very occasionally one person gets a bye, sometimes 2 but nine men, the other athletes would revolt. it would also mean that five of the finalists only ran two rounds because Matthew Hudson-Smith, Karol Zalewski, Karsten Warholm, Luka Janezic, and Oscar Husillos all, according to you, had byes in the first round.
I'm sorry, but you're going to have to come up with something more convincing than "look at the start lists."

1. There were byes at Euros. I heard it talked about elsewhere.
2. NACAC - Is North American, Central American and Carribean Athletics Association. Now what even I don't know is who can go to this meet and not the Pan AMs, how does the eligibility different? My theory is all of these meets should merge into one super meet.
3. No one has explained to me why Canada didn't enter anyone in the women's steeple. Someone said AC doesnt care about NACACs. I don't believe that since they are HOSTING it.
