I looked at the top decathletes (Eaton, Warner, O'Brien...) and none have.
Interestingly Damian Warner is not as good as Holloway in the LJ AND the HJ, but is better than him at 110H (for now).

Richard Duncan of Canada and UTexas -- 2.25/8.19
Gordon McKee (USA/SW Texas) - 2.18/8.28

What is 2m16 and 8m13 and why should anyone outside of America care?

WTF. Why are you looking at Warner...a third rate decathlete? Roman Sebrle jumped in the 2.15 & 8.15 range, was fast, had endurance, but also had tremendous strength. A true all around elite athlete. Holloway cannot be even considered close to that league.
In the '70s, Ron Livers high jumped 2.24 and tripled jumped 17.19 (+ a 17.56 windy). Can't find a LJ mark for him though.

Sebrle jumped 2m15 and 8m11. Close, but not as good as Holloway in both.
Looks like a couple of non decathletes were way better than that however.

I guess that nobody other than Holloway has done 2m16, 8m13 AND 13.39 (110H) or better however.
Damien Warner is an Olympic Bronze Medalist, a World Champion Silver Medalist, an Indoor World Champion Silver Medalist, a Pan-Am Games Gold Medalist, a Commonwealth Games Gold Medalist, a Gotzis Champion. He has the All-Time Decathlon 100m record, the Canadian National Record in the Decathlon; he is a world-class hurdler and is just under making the standard of a world-class long-jumper.
What metric are you using for him being a third-rate decathlete?
Something you must consider is that he has not been competing in track and especially the decathlon for very long - 8 years. He never was a college athlete. Essentially, he is a college senior in track years (4 years of high school + 4 years of college).
Three events that he needs to work on are his pole vault, his high jump, and his discus - based on points and where he comes up short against his competitors. Once these are better 5.10-5.20m, 2.2Xm, and 53.00-55.00m. He will be a legitimate shot at being the world's best.

I guess that nobody other than Sebrle has done 2m15, 8m11, AND 16.47(SHOT) or better however.
or
nobody other than Sebrle better than 2m15, 8m11, AND 71.18(JAV)
or
nobody other than Sebrle better than 2m15, 8m11, AND 5.20(PV)
or
nobody other than Sebrle better than 2m15, 8m11, AND 10.6(100m)
on and on..
you see where this could go?

...t.
He also has the All-Time Decathlon 110H record, which is why I brought him up in the first place (since Holloway is a 110H runner).
Miguel Pate Crimson Tide 2.18 and 8.59
I had a teammate named Tony Barton that high jumped over 7'7" and jumped over 26 feet.
Not sure if he hit 26'8" but maybe.
Tony jumped 2.32 and 8.16.
So, yeah, I had a teammate that bettered the subject line.

Seems irrelevant if looking for an all around athlete. Too weak.

It looks like Miguel Pate totally dominated Sebrle in the HJ, LJ and 100m combo (2m18, 8m59 and 10.50)
I don’t know about the other three triples that you mentioned

Pate only jumped 2.08.
2.18 was indoors. Does not count. Fail.
...and I was thinking of Mike Powell. He slam dunked from the free through line. I’m guessing that his HJ was probably decent. What was his HJ best?
