Is it a heat vest? It looks a little too bulky to be a normal vest. He has long sleeves and pants as well so he's likely trying to acclimate to the forecast.

It's a weight vest. Rumor has it that Rupp has been carrying 10 extra pounds for his entire Chicago buildup, including workouts.
Normal Nike aeroloft running vest- 2017/18 season.
social media promo photo op
morning temps in the low 50's and a jacket is needed
that gear will come off and get tossed under the gazebo where their phones are plugged into the charger

That looks right to me. It just looked bulky in the photos. It's been in the 40s the last week or so in Oregon so maybe just playing it safe for Chicago since it'll start around 60 degrees.
It's Rupp's battery pack.
After Alberto read about cyclists using hidden motors for "mechanical doping" he had small electric motors installed in Rupp's hips and legs. The battery pack is a bit bulky, but still looks very fashionable. The Nike people checked everything out and it's fully compliant with IAAF regs. There's no rule that says you can't be a cyborg.
Maybe the motors are a bit of a "gray area", but to compete with the best in the world you have to take every legal advantage.

Don't know if it quite reaches that level, but.....that was a pretty damn good/funny post. Scarily close to the truth I bet.
It's been even colder than that (44 or 45) in the mornings this week in Portland.

Portland has been around 40 degrees in the mornings, but I see Rupp, Hasay and most other pros training in tights and long sleeves even when it's in the 60s sometimes.
Aeroloft down vest for sure. I tested an even "cooler" one with all kinds of reflectivity and laser cut vent holes . Very breathable and comfortable over a wide range of temps. Wildly expensive in 2016 http://www.roadtrailrun.com/2017/01/nike-running-aeroloft-flash-vest-and.html
