Yes. People from the northeast US are a lot different than people from the West Coast at least. I have lived in OR for the past 5 years, grew up as a M@sshole and then spent 13 years living in NY (upstate a bit though, Albany area). More than a few people who don't really know me in OR (especially at work) think I am mean. Let's just say I don't think the Millenials are the only ones with thin skin..
I think the most perfect example is the one about people getting to the front of a long line and having long discussions about what to order and asking a ton of questions. To people from the East this is common courtesy, don't waste everyone else's time, you had plenty of opportunity to figure this out while you were waiting. And if you really don't know, do not get in the line if you will not be able to figure it out before it is your turn. It also shouldn't be an ordeal to order a beer, you don't need to taste 3 of them. The beer here is pretty darn good, really any of them will do, when I am waiting behind you please do not conduct a personal tasting seminar. I was in a Burgerville the other day and it took this couple like 6 minutes to figure out they wanted to order a hamburger.
I really think mostly it is due to minor differences, anything I do that is considered mean is really just how most people act back east and none of it bothers me (I expect the same behavior in return).
