Even guys with 51~53 400 speed have a problem going under 4:20. If you ran 4:20 in hs you would be 500th ranked ATM. If you ran 4:17 you would be in the high 200s.

I think under 4:20 is a very good time, I'm not vert familiar with college recruiting standards but I would think sub-4:20 is good enough for some decent D1s.
You'd need very good endurance to run sub 4:20 with a 51-53 second 400m. I bet far more people that run sub-54 in the 400 than sub 4:30 in the 1600/mile. You need good endurance to maintain 12-14 seconds slower than 400 pace for a 1600, and HS 400m runners aren't prioritizing that type of endurance.
