A crew of self important fools I know do this 5k called the Holly Jolly Fun Run which is all downhill. They brag about their 5k times like they mean something. Everybody laughs behind their backs.
Absolutely. This was something commonly practiced by Viren in the mid 70's. Often did 4-6x600 on gradual decline. Coe famously strung together repeat 800 sessions (6-8) significantly under 2 on decline with short rest.
It's doable and can help with speed when done in short segments but the risk of injury, especially to the hamstrings, goes up with level of decline.
Not exactly time trialing, but I do some downhill speedwork - hey, we race down hills so why not train for them?
