lets say for interests sake he is running a rounded 19.5 - which is slower than A) the official time, and B) the time that this dude reckons hes run (19.1) that is running at 10.2ms-1, so, lets just round it to even 10's. 10ms-1. So, how in gods name, does he cover the last 10 metres in .20 seconds as you have written? Maybe you should check the video pal.

It's a little funny that everyone here assumes the actual running time is what's displayed at any given moment during a race. I'm not an expert on electronic timing devices, but I'd guess that real/race time is different than displayed-on-the-field time. It probably even matters how much wire there is running from the finish line sensors to the display clock.

Greg, I agree with you. Except for the length of the wire thing. When something is travelling at the speed of light, a little bit of extra distance to travel through a wire isn't going to make a big difference.

official race finishes are video taped from the side to see exactly when the athlete's chest crosses the line (sorry, i didn't go look at yours to see the viewing direction). since there are an exact number of frames per second, and a time can be overlaid on the video, from that the exact exact frame of finish can be determined, and the exact time (down to 1/100th of a second) can be determined. 19.32 ...
