FWIW shooting for 2:50. Factoring in heavy/soggy shoes, socks, and everything else, as well as forecast of about 45 degrees, what do you think.

Unless it's a downpour for the entirety of the race I don't see how the rain hurts you. If anything it will keep you cool as will the cloud cover.

What about the 40 degrees part?
Better wear a good base layer or you will never warm up and run a bad race. I say cold and rain adds 3 minutes.

It will add an amount of time exactly equal to the difference between your race goal and the time that you actually run. So, you're good.

Very little, unless the rain is very heavy. The cold could be more of a problem, though.
I wonder how many of the commenters actually have run a sub 3 hour marathon in 40 degrees and rain?
I have and it is miserable. It will add a few minutes for sure, unless you are somehow able to work harder for your goal time and not fall apart in the last few miles. Good luck but it will be hard.
45 degrees is not that cold. Dress smartly and you'll be fine.

I don't know what to tell you, but I ran my PR in 45 degree rain. I actually prefer rain over clear and sunny.
Baring a crazy storm and heavy downpour, you should be fine. Don't go into the race thinking it will slow you down. Stick to the plan.
Also, really lube up your tender areas. Rain can lead to some serious chafing.
This is actually a great question, I've often wondered myself.
My last two marathons, both big PRs, happened on shitty rain-soaked, windy, and cold days. Maybe that's my jam, but it would be interesting to know if I would have ran a few minutes faster had it been cool, calm, and overcast.
Honestly, my shoes didn't feel as heavy as I thought they'd feel. And I stuck with my normal singlet and boy shorts and felt fine.
