You could test the maximum velocity a runner can obtain and decide if you work on that or not too.
Many would say that VO2 max work is also ideal for developing efficiency too.
That last sentence makes my point, doesn't it? If the training recommendations are the same whether want to increase VO2max or efficiency, then what exactly is gained from measuring those quantities?
Look, if your argument is that measuring VO2max is cheap and noninvasive so we may as well track it along with a bunch of other measurements and then look for trends in the data, I don't have a problem with that. On the other hand I don't really see why an athlete strapped for cash should bother because I'm not aware of coaches customizing training based on VO2max.
