I live in the southeast, where people think runners are gay and everyone thinks fat football players are better. Obviously this isn't a great place to be since there aren't many mountains and there is not high elevation, but are there worse places to be for a runner?

Not sure it's the worst, but Kansas is the only place where I've ever been stopped by a cop for running. Not disobeying any traffic laws, just minding my own business down a quiet country road before dawn. Cop insisted that it was not safe for someone in my delicate condition (female) to be out alone and he was going to "take me home to my husband". I finally managed to talk him out of it, but was seething for days afterward.

The sounds more scary to me, not sure of his real intentions.
Most of Texas is rough. Our college cross country team had a shotgun pulled on us. That was out in the boonies, but I was also shot with a BB gun in the suburbs. Not to mention the constant street harassment everywhere, the heat, etc. There are plenty of good things about Texas, but running isn't among them unless you're in Austin.

I will come forward and say Pittsburgh is not great.
Boston is not good - people think it's great because of The Marathon and The Charles but it's crap really. The winter and spring are terrible and the summers are miserably humid. You get about 1 month of good running - October. That's it. October.

Barrow is the largest city on the North Slope, and indeed it would be difficult to train there. It has only a small grid of roads in the town, and the outlying areas would not be safe much of the year because of polar bears. Not to mention high winds and cold temps 9 months of the year, including 3 months in the dark. Besides all that, Barrow is freaking awesome for a visit, like going back to 1910 or something.
But the state is more diverse than that, it is composed of several distinct ecological/geological provinces. Some are better for running than others. If you want year-round running it had better be in the Southeast or extreme South Central (even south of Anchorage). However, the major towns/cities on the road system and nearby have excellent seasonal running.

My first thought was Alaska too. It is great in the summer, but with something like 9 months of winter and near total darkness for 3 months it seems like not the best place if you want to be outdoors all year round.
I have visited Alaska a few times and enjoyed hiking, running and awesome fishing.
Louisiana. Horrible to run there.
