I'm sure a current Sun Devil will reply soon enough. I went there a long time ago, so I'll give the perspectives of an old guy.
Tempe is a suburb of Phoenix, so you get the benefits as well as the problems of living in the fifth-largest metro area in America. There are trails nearby, both a mile to the north (Papago Park) and several miles to the south (South Mountain). Big school with lots of construction going on right now. Mill Avenue, the main drag of Tempe, has gone from small-town when I went there to overly corporate, but it's a pretty vibrant nightlife.
Louie Quintana is a good guy, his athletes seem to like him a lot, and he did quite well his first season. While it could be argued that all he did was manage the athletes the previous coach had recruited, I think he'll do just fine on his own, too. Greg Kraft, the head track & field coach, is also a good guy. The track & field facility is very nice.
Their approach to Title IX has been inclusion, so there are very large teams. I suspect a foreigner would not receive a full ride unless their marks were quite remarkable. They do, however, have international athletes on their roster.
And one more thing. Winters are great for training, but much of cross country is very hot (I think they train in the morning) and track season warms up in late March.
