Of course they are the most tested. Nike tests them almost daily so that they are sure to get away with their microdosing techniques.
I think WADA and USADA have moved away from "random" testing.
Also, if you race a lot and win or place high a lot, then you will also get tested more.

Oh Rupp was tested 17 times in 2012 (another Olympic year) so he is on pace for that this year (with 9 so far) and he might have raced less.
