Since the 1920's L.A. has had the stadiums and venues in operation to immediately hold the Summer Games on one day's notice. The L.A. entertainment industry and Mayor Tom Bradly created live TV Olympics phenomenon in 1984.

L.A. really does have everything in place for the most part except a ready-to-go Olympic track stadium. This is the problem for most places. L.A. certainly has a stadium for opening ceremonies - Rose Bowl, the Coliseum, or the new Rams stadium, and it certainly has tracks up to IAAF specs, such as at the StubHub center - but it doesn't have the two together. I'd say just add temporary stands in addition to the fixed stands at StubHub, or add a track to the Rose Bowl or Coliseum (though it probably wouldn't fit since the IAAF probably wants decent room between the stands and the track; remember when tracks were common in football stadiums and the outside lane was right next to the stands?).

LA would be a great location with proven capable organization and infrastructure, so too would London for the summer games. I sure like watching the Barcelona Olympics but Spain is in financial difficulty and the public may not go for it.
Winter games are a little more difficult as weather (predicable cold and snow) along with infrastructure (in place) are becoming tougher to find due to a warming climate. Vancouver was mentioned. They and Whistler hosted 2010 and it was a very successful Olympics but as I recall the weather was warm and snow had to be helicoptered in at great expense. Lillehamer Norway was a great venue, so too was Calgary and SLC.
Looks like most posters are consistently recommending North American and Western Europe locations (apart from Australia and Tokyo). Some may find that to be offensive but really it sheds light on the reality of those countries that are more developed, function under a widespread and adhered to rule of law, as-well-as they are safe places to be, have the existing infrastructure , and past performance history of orchestrating a successful Olympic games.
Would love to go to the Alps for a winter Olympics but sadly the snow doesn't stay long and the glaciers are almost completely gone. Southern hemisphere ski locations are tough to get to and would require massive investment. No more Sochi type winter Olympic debacles please. I can't stand to watch another Putinesk type of ripoff, blatant cheating, and pocket lining in a sub-tropical location.

This idea surfaces every so often. The Games should be in Greece with competing nations all kicking in some $$$$ to fund the event.

Who would bribe the IOC guys every 4 years?
It's a very good idea. It worked for the Greeks for hundreds of years. I am skeptical about using Athens, however, given how badly the last one went, contributing to bringing down the country. Lake Placid might be a great choice for the Winter Olympics or Lake Tahoe, two places with highly successful winter games.
