Pole vaulters would do well at this, since they have learned to run fast despite their arms being in a strange position. The trick is to learn to "pump" just right. Watch some video of vaulters run. Some of them can get over 10m/s running with a pole.
So with practice, I do think that many decent runners could easily outrun most cops.
If the cops are in a car you won't get far. If you are white it will take a long time for the cops to catch you on foot. If you are not white, well lets just say you won't get too far.

one tip for the boys, practise near a nude beach. I even do my easy runs with a pole now. My pumping gets better every day.
They will catch you once you fall and have no way of catching your balance or brace yourself for impact.

My guess is most people would fall within 20 yards and have a hard time getting up. So 15 seconds.

You realize that's under 10 seconds for 100m right?
That said you can't outrun the cops if you are handcuffed with hands behind your back that's for sure.

No way in hell a guy runs sub 10s 100m speed carrying a great big pole and without being able to pump his arms.
I'm going to go out on a limb and guess you just made this up.

If the run way was longer they'd make more use of This tremendous speed. Say
They need 150m to reach top speed. If you didn't want pole vaulters running as fast as sprinters then hurdles should be added. That way it's more like jousting.

Ha. He was talking about instantaneous speed, not average speed.
Yes, 10 m/s is the gold standard for a pole vaulter.
