Are college athletes allowed to participate in product testing? I'm a big fan of New Balance shoes so I would love to do this but i'm just worried about any violations.

Yes college athletes are allowed to participate. As a tester you would be receiving prototypes to test and then send them back. The shoes remain the property of NB the entire time. Since you are not receiving gifts, money, products to keep etc, it is not a violation.
That being said, I would still suggest checking with your coach/athletic director to make sure you are not violating any school, team, or NCAA rules with your participation.
I got the sign up page working. I run in the 1400s now. I think you'll get a disproportionate # of people who wear lightweight shoes on letsrun since most here are competitive runners.

Great, gad you were able to get it working. And yes I'm expecting to get a lot of lightweight shoe testers from here as I know the majority of posters are 13:30 5k, 350k/yr guys...
