I saw that a NYC kid just ran an Elite mile in St. Louis and am curious if they can fly him out or if he needs to pay his own way?

Depends on the state association. Some state associations do not allow the flights, hotel, gear, and so on even out of season.
We've had a kid flown to Brooks PR and have gotten flown to NXN. Both were cleared through our state association: since the kids were not eligible for high school competition at those times (I.e. Not in season), no problem.
