I think most people, including the committee believed Tufts was a better team than Mt Union or Rhodes. At the end of the day Tufts did not meet the criteria for selection (and easily could have by racing and beating teams at Paul Short Brown race instead of Gold or going to a meet Oct 15 that had teams from other regions they could beat- and yes tufts has enough money to go to a meet like that). The Atlantic teams did meet the criteria for selection and some choked at NCAAs, Rhodes met the criteria, Mt Union had one quality win which put them at least in line with tufts. The tufts coach did their team a disservice by not putting them in position to make it as a team. I don't get why people are mad at the committee for following their posted guidelines and are not mad at coaches who put their team in that position.
