I wouldn't assume it won't. Everyone's raving about China, but it has serious institutional and societal problems. Japan owns the U.S., almost literally, since it owns the largest portion of its debt. All Japan needs now is military power, and it's working on that. There's heated debate in Japan now about shedding its U.S.-imposed Constitution and writing its own, which would no doubt allow for a more aggressive military. With its technological prowess, it wouldn't take long for Japan to militarize (although they're still having problems getting rockets into space). Fading memories of WWII, the threat of N. Korea, and continued tension with China has made the Japanese public much less resistant to the idea of having a real military. And with the EU, China, and India becoming much for fertile markets for Japanese exports, Japan is becoming less dependent on the U.S. markets, which gives it more leeway to act independently of the U.S. when it sees fit.
Don't write off Japan as a major player quite yet.
