Some people like being a$sholes when they know they can get away with it. You see it all the time on these forums. Same concept. It's pretty easy to be a jerk to someone running on the side of the road when you're driving away in a car.

Too many runners are wimps they go for the ignore approach which is exactly why they are a target
One of my mates ran past 2 biggish guys. One said 'wanker' as he went past. My friend went back and decked him.

I tend to give it back, too. Every time I do - EVERY TIME - the offender has totally backed down. They are often completely shocked if you stop to confront them. This is totally consistent with the theory that the person is doing this out of low self-esteem and they assume that there can be no recourse for their actions. I had a teenager turn in to a blubbering mess of tears in front of his friend after he threw something at me on a run and I stopped and ran after him.
But in the back of my mind, I worry that one day I'll encounter a nutjob with a gun or something.
It is funny that the last thing they expect is for you to stop and confront them. It's like people think that since a person is running there is a sort of safety barrier between you and them. As soon as you stop their perceived safety barrier disappears. And yeah, gotta be careful who you do it to.
