That is a good indicator. Also the leg you kick with is usually the lead leg. With that being said, as a steepler you should be able to alternate with nearly equal efficency both on hurdles and the water. If you cannot work up to alternating you most likely do not have a future in the steeple.
This is easy, your lead leg is the leg that goes over the hurdle first.
If you're not a high hurdler, both legs--work them as much as possible. The standing test and your dominant leg are far from fool proof; what really matters is which leg gives you the best results. You need to treat them as equals in practice, but a coach needs to time your time over the hurdle (best done with race footage) to find out which yields better results. Assuming you're a distance runner moving to the steeple, start with the lead leg that feels more comfortable.
For steeple you will need to use both legs
Actually this is really simple, just look down on your doodle and see where its leaning toward. If it leans left your lead leg is left, if it leans right then its the right leg....If you are a female the smaller breast breast location (left or right) usually indicates which would be your lead leg.

Your lead leg is the opposite leg you would use on take off in the long jump.
