Are you really that dense? For a start, reading the USATF rule book isn't going to give you any useful information; I can't remember the last time an American threatened a distance world record. Who cares what the US track and field rule book says about world records?
Secondly, if you knew anything about the sport of athletics, you would remember it is a summer sport. The fastest times are run in the summer because that is when the major competitions are held. Athletes care about medals and winning important races.
Maybe if you reinvented the sport so that the fastest times of the year were more important then you may have a point. But it is beyond theoretical so it is pointless. Many top athletes pass on opportunities to run at fast meets such as Monaco for no reason other than it doesn't fit in their schedule: it's not important.
Death Valley is also SCIENTIFICALLY CLASSIFIED as the hottest place on Earth. Highest recorded air temp, highest recorded ground temp, and one of the hottest annual average high temps in the world of 91.4 (vs 85.1 for Laredo). From April to October the average high temp in Death Valley is over 90; over 100 from May to September. Easy place to run in definitely; you'd never sweat indeed.
