The FBI should have killed all of the terrorists on the spot.
The only stand Finicum made was surrendering with his hands in the air, and he couldn't do so with no risk, because they were determined to shoot him. I don't know what else he could have done to be safe. In addition to shooting Finicum, they repeatedly shot the truck, despite there being no threat coming from it either.
Finicum had constantly been quite cordial with the agents, so there was no good reason to shoot him.
