In a typical limit Hold 'em game with 10 players-- what percentage of flops should I be looking at (on average) and how would I adjust for a loose or tight game? Any ideas?

A lot less than you will.

Limit? Go nuts (terrible pun).
In a really loose game with a lot of callers, it makes some sense to call with close runners. It becomes similar to a game of Omaha where straights will be stronger, more accessible (mainly because you'll see a bigger draw). Limit is more about post-flop play, pushing and pulling mainly.
Just remember, like in Omaha, stronger hands do exist, and seeing the flop, you've got 70% of your hand.
You should see exactly 15%.
In a real poker game you'll be dealt 30 hand per hour (35 wouldn't be unusual, but figure 30). Playing well, you'll be seeing the flop anywhere from 8-12 hands an hour, with the mean being just short of 10. So figure about 30-30%.
Many ideas on how to adjust for the action of the game. Most important - if it's too tight get up and move to another table. Fisherman figured this one out long ago, apply it to your poker game.
