I think just a big start would be getting beer and wine into the stands! That would easily pull in more people and keep them there.
Stands on the inside of the track I think would be cool,
possibly letting people all the way into lane 5 for distance events would be nice but time consuming to get them on and off in a timely manner, however most distance events are towards the end of the meet anyways.
Live pace on the score board + splits, per lap. I think a lot of people would be interested to know how fast every one is running (pace per mile for distance events) Possibly MPH for sprints etc... I think most joggers could then understand and relate to how fast people are running.
65 second laps means nothing to a novice, even someone who runs regularly and completes race and marathons have no idea.
I think the big thing is we need to open up more marketing opportunities for outside companies and athletes.
Look at Tennis and Golf.... not super exciting.
But everyone know how much money those @$$ holes make and how much is on the line.

I think ontop of bringing alcohol into the arena in order to bring more of a tailgate atmosphere. I think running lacks promotion, Having the meets televised and promoting it through major cities in the form of billboards or commercials that give the showdown feel that boxing or MMA has.
I think cash bonuses at set distances would be hugely beneficial in avoiding the slow tactical races and meaningless meets. If it's a 5000m than have bonuses at 1mile, and 3k. World leaders get bonuses and as the UFC does have performance bonuses at the end of meets. Record of the night, performance of the night, kick of the night.
I think having fans be able to bet on the athletes like in horse races would bring in a lot more income for athletes and meet directors alike but also bring a financial investment by the fans and cause more intrigue, research, and excitement.
Funny I was thinking the same thing, I race x-c in northern Scotland through the winter months, conditions are terrible and the courses are ran over the fells & forests so they are just naturally muddy, hilly, loggy with rivers and streams which all sounds exciting, however, not to spectators. No one comes to watch, no one would ever pay to watch, some siblings get forced to watch and they hate it.
Person who is last on each lap gets shot with a taser. Spectators would love it!
