Here are some good ones, and areas that have consistently produced good runners. West to East.
Seattle
Portland
San Diego (never been there but they say it's nice)
Bend
Boise
Reno (not too many top runners have trained there, but remember Adrian Royal?)
Salt Lake City (too many Mormons in Provo to count)
Flagstaff (what the heck this has to be one of the best!)
Albuquerque
Santa Fe
Colorado Front Range from C. Springs to Fort Collins (like it's hardly mentioned in this thread).
Then a giant 800 mile gap...
Twin Cities (tough weather but they have produced many good runners and continue to do so)
Austin's probably okay but it's in tejas so that's a big strike
Ames (not a mecca but so many top runners have been through there); likewise for Fayetteville, AR
Madison (see Twin Cities)
Then a bunch of college towns: Bloomington, Ann Arbor, Knoxville.
Upstate NY: Rochester, Syracuse, Ithaca, no doubt Ashville, NC and Gainesville.
I'll leave out New England because they are so provincial and think that they are center of the universe.
