You say that blacks as a group do not want to follow the rules of having proper registration. Ok, well consider this; it is not only blacks but all disproportionately poor demographics in this country who are placed in the position of not being able to afford to stay on top of registration fees. This is due to our regressive fee system, and low wages. It is not because we (if you insist in grouping "us" as one mass of criminals) don't follow the rules. It is because public transportation sucks in many places and we are forced to put crappy cars on the road without the cash to pay for registration, insurance, etc. Would you prefer these folks not try to work at all? Perhaps stay at home and just starve? I imagine that is what you want ...
Zero times. I don't drive a whole lot anyway; when I do, I always (ALWAYS) come to a complete stop at stop signs, I always stay at, below, or barely and temporarily above the speed limit (I'll set my cruise control for just the speed limit, for instance); I pay attention to signs, and act as though they apply to me; and so on.
As Chris Rock said in one of his videos, "Obey the law."
In the late 90s I bought a burnt orange Mustang convertible. One year I was stopped 7 times but never got a ticket. I've probably only been stopped 5 times in the last 15 years driving other vehicles.

2014 :once, a late night stop with no ticket given. I was tired and the cop thought I was either drunk or on drugs
2015: zero pullovers, but one encounter with a cop closing a road i was on where the officer was cordial
Um...If you can afford registration you shouldn't have a car. You have to pay for gas and things. My guess is they many you assume can't afford registration spend lots of money on alcohol, smokes and/or drugs.
I've never been pulled over without a valid reason since my long ago hippie days, when cops "profiled" hippies. I was driving a very nice family car with Connecticut license plates in Wisconsin. I was pulled over for speeding, which I was technically doing, except that I was going slower than 2/3s of the traffic (this was back in that brief period where everyone drove over 80 on Interstates).
The cop, a local Eau Calire guy, obviously was hoping he'd pinched a car thief, which he had not. But he fined me a huge amount for speeding, and when I didn't have it all, he put me in jail until my friend could go get it via Western Union. That was the next day.
As we were leaving, and my friend was driving, we got stopped again in virtually the same spot. None of the Wisconsin or Minnesota cars going 95 were getting stopped. This time we had enough money to pay and my friend didn't have to go to jail. But I've never wanted to go back to Eau Claire. No southern speed trap was worse.
I'm still pulling for Wisconsin against Duke tomorrow because, you know...Duke
