Yes.
The senate vote was a troll vote. Inhofe would NEVER vote for something acknowledging anthropomorphic climate change. And he didn't. He stood in the floor, declared that yes, climate does change, that the bible talks of changes in climate, and so he would vote "yes". The clowns of the Senate followed suit.
Another resolution immediately after this one, declaring that humans contribute to climate change, was voted against.
Senator Murkowski declared this resolution should receive a "no" vote, because it included the word "significantly". She just returned from a trip to the arctic coast where she heard from native communtity leaders whose entire villages have to be moved because of changing climate.
Science overwhelmingly concludes that the contributions and the change are significant. The Senate voted against this.

Obama cannot abolish the ACA. It was passed by Congress and signed into law.
