not sure how useful yr list is in arguing about dominance as it has sprinters from different eras, eg. how much faster would the mighty linford have been with today's training.
of the 'black names' on that list, half are have recent afrocaribbean ancestry.
afro caribbeans are a small population so it is remarkable the number of sprinters that they or their diaspora have produced.
I'm just going to point out something : the 60m and 100m dash NCAA record aren't held by AA or Carib sprinters as far as I know, despite the fact that those two aforemntioned groups make the large majority of sprinters.

this is the list of the fastest 100m men's times, examine the first 500. the list is dominated by aa and ac.
