If you're considering "Independent Consultant" (1099) or other hourly work, then you should definitely be ready to talk about hourly rates. If you're looking for a salaried position, you should talk about annual salary. If you're open to both, and many recruiters do both types of placements, you should be ready to talk both in terms of salary and hourly.
That said, you should have in mind both what you would expect it was a salaried position and if it was an hourly position. if it is salaried position, don't talk in terms of hourly rates and vice versa.
