Obviously the big scam of the white collar world is to get a high salary but be worked enough hours that it only amounts to minimum wage. When discussing salary requirements with a recruiter, is it ok to tell them you want to make "the equivalent of $X/hr" ???

What kind of job? What are you looking to do? You will likely look less professional by saying an hourly rate. In most cases, it probably would be considered bad form but that being said...
Some jobs pay hourly and are nonexempt in which case it may be reasonable to go hourly though realize that the employer can control how many hours you work. Though I don't know if giving an hourly equivalent would be considered wrong because I have never (after graduation) had an hourly job.
Other jobs are exempt and receive straight salary in which case it makes no sense to give an hourly equivalent.
Contract hires will be hourly, so yes it's relevant for a lot of contract work. I assume that is what you're seeking.

Haha! I'm buddies with like 5 recruiters. They call me when they're bored or need to meet some weekly quota of calls.

Recruiters are not scams if you use them the right way.
If you're paying someone to find a job for you, that's a scam for sure. But a lot of recruiters make their money by putting 10-15/hour on top of your hourly rate, a price that the big corps they have contact with have no problem paying at the cost of them not having to do the dirty work in screening.
I only took one contract from a recruiter, but it was one my highest paying. Full time work at 59/hour for 9 months. was great.
A recruiter once got me a job as a professional fart wrangler. I was paid in farts.
Assuming the pay is similar, you should always try to get paid hourly.
Salary = every hour after 40 for free!
Generally speaking: do your homework and have an idea of the position pays in your geographical area, but tactfully try to get them to state a range first if they haven't already. If they don't, then suggest the upper end of the range based on your research. Of course, only talk about this after the interview has gone well.

Talk in terms of salary. Find out later if they pay you hourly or salary.
But I 100% agree with you. My sister makes much more than I do, but in terms of $/hour, we make the same amount.
You should already know what kind of hours you'll be expected to work based on the position, industry, and employer. Just let that fact inform your annual salary demand.
Why ask for "the equivalent of $X/hr" when you pretty much know how many hours you'll be working? You can just convert wage to salary yourself.
It's not like an employer that's historically had a 40 hr work week is just going to suddenly decide to start working people 60 hours per week starting with you. You're going to know what the expectation is before you start negotiating salary. Not sure how putting the pay in hourly terms is any better than negotiating an annual salary taking working hours into account.

I'm not speaking about real buddies. I was being facetious. There are a couple staffing/consulting/whatever agency recruiters who regularly call me up about some position with "their client" and claim have an "in." My favorite part is when they say the position is "contract-to-hire."

I was never planning to ask about hourly pay. I was wondering about when they ask me what my salary expectations are, whether I should give a justification based on what my current hourly pay is and the fact that the position in question has more responsibility.
If you're considering "Independent Consultant" (1099) or other hourly work, then you should definitely be ready to talk about hourly rates. If you're looking for a salaried position, you should talk about annual salary. If you're open to both, and many recruiters do both types of placements, you should be ready to talk both in terms of salary and hourly.
That said, you should have in mind both what you would expect it was a salaried position and if it was an hourly position. if it is salaried position, don't talk in terms of hourly rates and vice versa.
