increase your training stimulus. This could mean more miles, more intervals, faster intervals, more/longer/faster threshold runs, or longer/shorter intervals depending on what you are you doing now. You could also try jumping in a race known to produce fast times or a track meet. I doubt just a fast race would knock a minute off, but I've found people can usually get a pr in a fast event if their pr is from a run of the mill race, especially at lower distances.
Mileage, tempo, mile repeats, uphill 50 meters ( walk recovery ), long run,
1 min hard/1 min easy.
You will probably get injured doing this.
