$100/person for food. I don't know you, so can't guess your bar tab.
Last month NYC for four averaged 110 per when doing soup to sides. Went elsewhere for dessert after dinner liquid and cheeses. That is with out bar bill, tax and tips.

This is high. If you get the petite filet and share sides (which is very possible), you won't spend this much. But that's just for food.

Ruth's has a special called Ruth's Classics that range from approx. $45 to $54 for a soup or salad, dinner with a side dish, and a dessert. We had it last night and both of us were very happy with our meals. Get a bottle of wine for 3 people and it will average less than cocktails. Enjoy!
You bet it is high...more like insane. Is it really that much better than what one would get at Outback for $14.95--for a whole meal?
Outback steak is like shoe leather.
Figured $15/person appetizers. $15/person salad. $45/person entree. $10/person dessert. 20% tip. About $100/person. You can spend less if you are worried about, but we usually end up around $100/person before alcohol.

A generalization that may not apply to you but if someone actually asks this question they probably would not think there was much difference. Save the bucks go Outback.
Some folks really don't care as long as the food is pleasant to the mouth and of an agreeable odor and texture.

1) more than you can afford

I'll start by answering the question, then giving some unsolicited advice.
When I go to Ruth's Chris or similar steakhouses it is usually $100 per person before drinks. It breaks down to:
$55-60 for a steak (bone in filet if they have it)
$15-20 for appetizer
$15-20 for sides (although we share)
If you drink wine for 3 people it is probably 2 bottles (although you could get away with one). They have an extensive wine list, but you will be spending $80-120 for a "normal" bottle (i.e. one that you would normally drink at home for $40).
Now for the unsolicited advice: I'm not a big fan of steakhouses and don't think that they offer really good, unique cuisine. Personally, I feel like it is usually over the top and over done (i.e. everything is big, so much cream in the potatoes, etc) and I think that I can have a very similar tasting steak at home (as long as I go to the right butcher). I prefer small courses that have a lot of unique flavors that leaving you wanting more (I live in NYC so I can think of a lot of restaurants that offer this for a similar price).
If you love steak, go for it, although depending where you live I can suggest what I consider to be better places. If you are looking for a really great meal, I think there are better places for that (again, depends where you live). I normally go for the type of food I can't recreate at home, and I think a steak is normally something that I can get a similar taste at home.
Sometimes you just go to nice restaurants, accept that it may be 400+ and enjoy yourself.

Actually, Outback steak is really quite delicious and decent quality. By far the best value of any chain steakhouse out there.
I thought letsrunners viewed Red Lobster as the epitome of dining out. I feel bad for OP if he doesn't have a Red Lobster in his town.

The Ruth's Classics menu is a very good deal.
I am guessing you can find a menu online which should help.
