Serious cyclists are generally in better physical and cardiovascular shape than distance runners.

I've often wondered the same thing. I think if your runs are fairly specific to the race you are doing, especially if you are training for shorter distances, getting the bulk of your aerobic training done on the bike can be effective.

But, for most people, running is better than cross training. So, I guess it depends on your definition of fast.
I am 43 and I raced a 22:00 4 miler at 5200' in November running only 3 days a week (and riding 5-6 hours a week at 250ish watts). And this on toes still messed up from hallux rigidus/surgery. Don't pay attention to "miles" of riding. It means nothing. Time at a given HR (or better, at a given power output). My FTP right now is 307w (after 5 months of only bike training with intervals) so I do my crosstraining-type riding when trying to also run in high Zone 2/low Zone 3 (230-250w). Anything harder and it is tough to run the next day.
