Who told you there was nothing you can do? Google "Eccentric Heel Drops" and do them every day. Ice it twice a day and make sure one of those is after you run. Wear shoes with a decent heel drop (minimum 10 mm) and you can also buy heel inserts for your work shoes. You really have to keep an eye on it, but there's no reason you can't train through it (I PR'd at Boston a few years ago even though I trained through this stubborn issue and couldn't race in flats).
