Find an example of a race in the last, say, 20 years, where someone made a national team and didn't run under 60 seconds for the last lap.
How about you do that and let us know what you find? It's irrelevant though. The requirements for making a team are placing in the top 3 NOT running a 60 second final lap. A final lap like that is only required if you leave it to be a sit and kick race. Believe it or not, there are other ways to win races than waiting until the final lap.
