Ran a 1:33 low half marathon PR last year. What will I run for my 2nd marathon. Is 3:15-3:20 attainable?
my marathon PR from last year is 3:30 and I felt fine the whole race with a negative split

Obviously, more info would be nice. What was your best half leading up to the 3:30? How many mpw have you been running during your current buildup? Are you in the same shape now as when you ran the 1:33 low?
Given only the info in your post, I would say that 3:15 - 3:20 is probably attainable. The general rule of thumb for 'BQ Chasers' (people in the 3:00 - 3:30 range) is:
Marathon Time = Half Time*2 + 10 minutes
3:16 = 1:33*2 + 10 minutes
Good luck.
your half endurance will only carry up to the marathon if you put the mileage in too. i ran a 1:28 half, then a marathon a few months later topping out at only 40mpw and was maybe only good for 3:20-3:25 (ran slower, was not a good day). to make a real go of a marathon you prob need absolute minimum of 50 or 60 mpw but the more the better
2:66
3:18 if you have sufficient LRs and weekly volume
My half PR is also 1:33 and marathon PR is 3:25 on 55-60mpw.
I will be running another marathon in December and shooting for 3:20. (I ran 65 miles last week, and plan to run 60-65mpw before tapering.)
I disagree with the Double the Half Time and add 10 minute, I think it is too optimistic. You are better off adding 12 to 15 mins or so. So a 1:33 half is probably going to be around a 3:20 to 3:25 marathon, assuming you are getting the long runs in.
Of course that is not taking account race day conditions and the difficulty of the course.

It was 70+ degrees, 80+% humidity and 20+mph wind when I ran my 3:25. (And the course was hilly.) I think I could have run a 3:20 on a flat course under perfect conditions on that day.
That was me 9 years ago. 1:32:41 1/2M 8 weeks out, 1:33:45 at 5 weeks. I ran 3:24:50 on a fast course. I averaged about 40 miles a week for the last 8 weeks before the marathon. It's low but at 48 my body couldn't handle more mileage.
I've always had good success by doubling half time and adding 11 minutes. I've never been a high mileage guy, but have been running for 10 years.
