I see that the 2 Brits that went to world youth had 3:49 PRs. Quite a bit faster than Cooper. However, I did not see any Brit entrants at 3000m. Cooper runs 8:33. How fast is the fastest Brit youth at 3000m?
i am not sure what the fastest brit is at 3000m. But Cooper has lived in Canada for quite some time so i'm not sure if he is eligible/ would even attempt to make the british worlds team

I believe that citizenship and not "where someone lives" is what dictates which country you represent
See Canadian pole vaulter "Barber" for reference. He actually has dual citizenship and lives in the US, but represented Canada at the WC today.
There was a time when you did not have to be a Canadian Citizen to be a Canadian Champion in Track and Field. There were 6 years when the Canadian Marathon Champion was either a Finnish or a United States Citizen. (1929, 1931, 1933, 1934, 1955 and 1961) In each of those years, the first Canadian was 2nd in the Canadian Championship race and was recorded under the heading "First Canadian with non-Canadian Champion". He was awarded the silver medal. I believe they now award the Championship and the gold medal to the first Canadian in the race.
I looked it up (not sure if it's the full UK listing) and I see that Charles Cooper would be ranked fourth youth in the UK at 3000 this year.
