Anyone who can run a 49 4 400, regardless of how slow he led into it, is not a dope (on the track @ least). He is fast.

A few 1500's have been rumored to have closed in under 50 as well but there's no video proof anywhere I don't think. Hasn't happened for 5000/10000.
Sorry, I see you meant not the first lap. But yes it has happened in slow 800's. I think Alan Webb won one wtih splits of 60 / 49 once.

Daniel Kipkirchir Komen closed a tactical 1500 at the end of the season in an international challenge meet in 48 mid in 2005 I think. Splits started 72-67.

per Brian Hewson in his biography, he claims to have run 49.9 for the last lap closing in on Elliott having been detached at the bell.
I read where john walker ran a mile race with the first three laps in 3:03 followed by a 49 for a 352 total.
Pretty sure Steve Cram has.
