I can honestly say this question would never, ever, ever have occurred to me. The only time I wonder about onlookers is when I'm afraid I'm flicking sweat on them. Nobody wants to be that sweat-flicking jogger- oh, EXCUSE me, I meant RUNNER!
A couple years ago when I was doing a tempo probably around 545 pace at the time on the main road that runs right along the side of campus one of my girlfriends that had driven by said I looked like I was sprinting. Same this past winter when I was doing a tempo at about 530 pace on a slight downhill section another friend driving home from work said I looked like I was sprinting away also.
This morning I was running with my buddy around the lakes downtown where a local race had gone on that morning so a lot of people were hanging out around the finish, and it's a popular area so the paths were crowded in general, but we were moving around 615 pace for a good chunk of it but a couple times people clapped for us as we were going by.. we were confused. There were 2 other guys we had passed going the opposite direction that looked like they were moving pretty well, but in relation to most people running at 9 min/mile or walking, i'm sure anything under 7 min pace looks incredibly fast, but if there were no one around we probably wouldn't have looked that fast at all.

After more than 30 years of running, I'm under the impression that the typical person thinks that about 7 min pace is kinda fast, especially if they are close by when they see a runner go by at that speed. 21:40 5k is faster than what the average person can do in road races.
However, I've seem video of me at 6:00 pace in a workout and I looked ridiculously slow....to me!
