I can tell you a bit about the program as of a few years ago, as a number of my friends were Brooks athletes. There are varying levels of support. At the base level you can get Brooks gear at wholesale prices (something like 60% off). At higher levels you get gear credit. You order the stuff online. I don't believe they offer any help with races, though I've found that if you have a gear deal with any company, it's much easier to get comped races.
You're plenty fast for them, but I think they're also interested in your visibility. Running a lot of races, being a part of a running club, and (especially) coaching seem to be important. There are lots of people in the program who really are not that fast.
I believe Brooks ID was unique in that no other shoe company deals directly with lower level competitive runners; they prefer to work through the clubs. So if you want an Asics shoe deal, for example, you'd have to run for a store team that has an Asics deal for the entire group. (Though, I seem to recall hearing that Saucony had started a similar program recently.)
That said, you should just email them and ask. It makes sense that they wouldn't want to have all of their criteria publicly listed.
