I think he's incorrect if he thinks getting citizenship this year will let him compete for the USA next year. Isn't the IAAF waiting period longer than that?

It's different with World Championships vs Olympics. Saif Saaeed Shaheen, a Kenyan citizen named Stephen Chereno just two months before switching to Qatar, competed and won at worlds in 2003, but wasn't allowed to compete in the olympics in 2004, and then he did worlds again in 2005

The rules have changed since 2005.

Too bad he didn't run the first version of this race. The sponsor wanted a fast time so the prize money was several thousand for first but only for first overall. Even when the prize money is even the women's fields are often weak. There was a big outrage about first only money (in a town that has at least 3 women's only races) and now the prize money is toned down. Good to see some fast women like Megan and Tarah running though.

In general though, guy's fields are a lot deeper in Canada than the women's.
