You don't have to be a U.S. citizen to join the U.S. Navy?
If you don't have to be a citizen. Who could physically and mentally become a navy seal?
Not many runners are going to handle all the hours working in cold water. Rudisha may be a great athlete with a good work ethic, but the guy is going to die of hypothermia if he tries to complete SEALs training.

the pentagon allows any member of the regular branches of the military to opt out of training at any time with no penalties, loss of pay or rank, broken bones, face beatings, or mental degradation. if training is too difficult, candidates can ring a bell, or write a letter of resignation. that's the great thing anout the united states, it's a true democracy with liberty and justice for all.

Unfortunately you can only Opt out of special ops training. Your contract still stands and your still required to serve 8 years.
People not in the military should speak for it a lot less.

Bill McChesney, no doubt. Minus any min height requirement...Steve McChesney as well.
Excellent runners, and min body fat, fitness fanatics, core fit etc.

BUD/S Phase Descriptions
Indoctrination: Gives students an introduction to required BUD/S techniques and performances.
First Phase (Basic Conditioning): Includes continuous physical conditioning. Students also study small boat seamanship and hydrographic surveys and charts.
Second Phase (Diving): Covers SCUBA skills. Students learn open and closed circuit combat diving and how to complete long-distance underwater transit dives.
Third Phase (Land Warfare): Includes land navigation, small-unit tactics, rappelling, military land and underwater explosives, and weapons training.
Post-BUD/S Training
BUD/S graduates attend several more courses before they are assigned to a team:
Basic Parachute Training
Diving medicine and medical skills training in the Special Operations Medical Course (for medical personnel)
Once all courses are completed, graduates are assigned to a SEAL or Special Delivery Vehicle (SDV) Team for duty.
No whiny little distance runners who give up because Merga throws an elbow need apply.
