Why do you give the UCI any credit? They've only denied the problem was out of control, and any positive role they've played was because their hand was forced by anti-doping agencies. The UCI did not develop a BP program.BTW, BP applies to IAAF too, as demonstrated by recent headlines.

You're not going to stop doping with penalties alone, you have to establish baseline blood metrics the constantly look for abnormalities. And then make it hurt when you find them. Other sports (well, actually, one other sport) does this and it's being destroyed because of it. But it is forcing an honesty that no other sport can match, and it has shaken the drug culture to its foundations.
Until IAAF puts in the same programs as UCI has, track and running will be always on it's heels trying to catch people, or busy covering up the obvious abuses. Until biological passports are established, IAAF cannot say it is serious about stopping abuse. BPs may not be the final answer, but they are a step in the right direction.

Well, do some research and you would have the answer. Years ago I took a course of prednisone, which isn't even one of the good ones, for a severe allergic reaction. Coincidentally, I was in a period of significant over-training and my workouts were crap.
I got on the prednisone and within days I was nailing workouts like no tomorrow. This continued until I was off the prednisone, then my training went back in the crapper. After that, I was a believer. It makes all the difference.
Steroids does not help long distance runners, it builds mass, lowers instensity, too much trouble for too little gain if any. I still give the guy the benefit of the doubt, he got treated with steroids for his hip without his knowledge
Steroids don't automatically make you a muscle head. There are many, many steroids out there, and all act differently.
As someone mentioned certain steroids help you recover faster so you can run more volume and do harder workouts.
Misconceptions like yours are why people don't think there is a doping problem.
Anecdotal evidence here:
A guy on my high school team was skinnier than most distance runners. So super skinny. He got mono and lost a lot of weight and strength. Sot the doctor prescribed him some light steroids to get back to strength. Not sure about the particular type. For that session of summer training, he went for a middle of a pack guy on a state championship team to the BEST runner on the team. He was beating two guys that finished top 20 in the previous state meet, and also got top 10 at the state track meet in the previous season. The guy turned into a world beater.
By the first meet of the season in late August, with the steroids wearing off, he got beat by a few guys on the team. He steadily got slower on the team until he wasn't even on our 12-person state meet roster. Went from best to irrelevant.
The coach never knew that he was on a steroid cycle after mono. I'm not even sure if the runner knew what was going on until after the season.
So steroids can help a bit for a distance runner.
Lets us wait for the facts then, we do not know the circusmtances sorrounding this issue. steroids got more harm than good, i am not convince at all.

Yes let's wait for facts. However stop repeating this lie about steroids. Steroids aid recovery.
Prednisone is not an anabolic steroid; it is a corticosteroid.

Would you say the same if he was Russian. Does it not occur to you that a pro is going to have an elaborate back up plan in case they get busted
