Nitric Oxide (NO) could indeed help you become a better runner. It vasodilates and stimulates capillary growth both of which would be immediately beneficial to a runner. It has many other effects which aren't fully understood that could also be beneficial. The important questions are: how do you intend to use it and is it legal to use this? You could try inhalable nitric oxide but then you'd have to carry around a cylinder of the gas with you. Also, since the gas has a short half-life it may not even be effective by the time your blood transports it to destination. You could try popping NTG pills but this may lower your blood pressure too much and even kill you (I'm not a physician, I don't really know). You could take sildenafil (Viagra) to stimulate NO production but unfortunately this only stimulates NO in one region so unless you plan on using your penis to run this probably will be ineffective (note: this will not work for women either). The other question: is this legal? If it is presumed that you have taken NO (or an NO-producing substance) specifically to enhance performance then it's possible that you could get a letter from the USADA (if you're a good runner) or shame from your friends (if you're slow like me). Also, since your body already produces this substance (NO) naturally, it might be best just to eat right and run hard.
So getting off your butt and out the door could be your best option but then what do I know?
