Only looking at records 400m+ (because I don't want to take the time to correct for wind)
Oceanic Area Records average 88.7%... and it seems to me like New Zealand/Australia have produced more great men distance runners than women.
North American Area Records average 88.5%, and worth noting that at 87.4%, the 5k is the only one under 88.2%
South American Area Records averages 87.1%, and there haven't really been any notable women distance runners (but there have been a few men).
Africa's Area Records averages 88.4%, where the men have been great (greater than the women? I guess that's a matter of opinion... but it seems like Bekele was pretty damn good)... worth noting that the 5k record is at 89.0%.
So, yes, it does seem to me like averaging ~86.0-86.5% makes the girls HS records seem a little weaker than the boys.
