Although I like the idea of the Super-Regional for cross-country qualifying, I'm not sure I like the idea of having a regional in mid-October. I think that the conference meets can be used as qualifiers for Super-Regional meets without altering the schedule dramatically. Each conference would have a set number of qualifiers to the Super-Regional meet. An initial look at this follows:
East Super-Regional (Conferences and Number of Qualifying Teams per conference):
America East (2), ACC (6), Atlantic 10 (2), Big East (6), Big South (2), Colonial (3), Heps (9), MAAC (3), MEAC (2), Northeast (2), Patriot (3), 40 teams
Central Super-Regional:
Atlantic Sun (2), Big 10 (9), CUSA (3), Horizon (2), MAC (4), Mid-Continent (2), Missouri Valley (2), Ohio Valley (2), SEC (6), Southern (2), Southland (2), SWAC (2), Sun Belt (2), 40 teams
West Super-Regional:
Big Sky (4), Big 12 (9), Big West (3), Mountain West (5), Pac 10 (7), West Coast (2), WAC (3), 33 teams
Top ten from each super-region advance to NCAA meet with one at-large team.
I based this roughly on the 90 schools that would have qualified for the men's super-regionals had they been held this year (top ten from each region) and awarded a minimum of two bids per conference. I think if this idea progresses, I would prefer to over-invite than under-invite.
The main problem with this would be assigning a fair number of qualifiers from each conference for both men and women. The benefit to this would be that the racing schedule stays the same and the concern over mid-season events having too much emphasis for team selection is reduced.
